首先，作者阐述 Linux 的好处: Free, Fair-safe, Bullet-proof, Source code included, Cost-effective（还有点儿押韵！）。或许动机和优先顺序有所不同，但作者相信 Linux（或其他 Unix-like OS）将会成为大部分徵税 (tax-funded)国家的选择。此外，作者还提到一个有趣的观点: Sharing is caring . 举缴税这个例子来说，一般人没有办法取得计算税金的 source code，因为这是 Joe and Jane Taxpayer 发展的。假如政府也使用 Open Source 的 model ，任何人觉得这个程式写得不够好，都可以写封信告诉那个负责人，提供自己的观点来改进程式。
